Sir Michael L. Bouchard

Chairman of the Board

As the Founder and Chief Science Officer at SecureAxxess and the Chairman of the Board at Minerva Space Technologies, Sir Michael L. Bouchard brings over 30 years of extensive technology engineering, research and development, and scientific innovation to his portfolio of business ventures.

SecureAxxess owns, manages, and leases the rights to 3.65 - 3.70 GHz range of the 5G spectrum in the continental United States to take fast, reliable, secure 5G wireless connectivity to urban, rural, and tribal locations nationwide, helping to close the digital divide and enable everyone to more fully participate in modern life.

Minerva Space Technologies is a space domain awareness data-centric company with planned operational satellites and sensors in GEO and cislunar space to analyze, secure, and execute complex space operations focused on both national security and commercial operations in space.

Prior to SecureAxxess and Minerva Space Technologies, Michael founded Third-Rail Systems, an advanced broadband communications company that was later acquired by DataPath, Inc. where he developed next-generation WiMAX for WPPL-D replacement with enhanced FIPS encryption for military wireless communications.

In addition to these successful technology business ventures, Michael’s extensive experience includes research, development, and innovation positions at Tenney Mountain Development Group, Inc, SAIN Networks, Inc., Circuit Path Network Systems Corporation, Spike Technologies, and Wang Laboratories.

Since 2018, Michael has been the Chairman of the Board of Directors at the (501c) non-profit, BeBop Labs that researches, gathers, and disseminates scientific data on impacts to health and the environment, currently gathering information on ticks and tick-borne diseases throughout New Hampshire and the New England region.

In 2015, Michael established a partnership with Plymouth State University in Plymouth, NH and since 2018 he has also served as an Affiliate Faculty member in the Center of Research and Innovation.

In 2014, Michael was recognized for his numerous humanitarian accomplishments and was knighted by the Sovereign Military Order or Malta to officially become Sir Michael L. Bouchard of the Knights of Malta.
